Chicago Area Project - ett exempel på hur deltagardemokrati kan genomföras?

There are lots of theories about Participatory democracy, but rather few examples of how to create it in practice. In the 1930´s, scientists at the Chicago School, implemented some projects within the Chicago Area Project, with the aim to decrease the youth delinquency in the socio disadvantaged areas surrounding Chicago. In this thesis, I assess wether these projects, and in particular the one at the Russell Square Area, have some common features with the thoughts of two of the most famous participatory democrats, Carole Pateman and Benjamin Barber. My question is if the Chicago Area Project could be seen as an experiment in Participatory democracy. I find that participatory democrats could benefit from the experiences of the Chicago Area Project.

Om önskvärdheten av svensk deltagardemokrati En analys av argument från åren 2000-2002

On the 17th of January 2002 the Swedish government presented a bill to theSwedish parliament, proposing ways of strengthening the Swedish democracythrough reforms for increased elements of Participatory democracy. A publicreport on the state of the Swedish democracy had been released two years earlierwith similar enthusiasm for Participatory democracy. However, the participatoryideals of these two documents were strongly criticised by a group of scholars.The aim of this thesis is to analyze and compare the arguments articulatedbetween the years 2000 and 2002 by the actors mentioned above, and to examinetheir relation to arguments concerning political participation, articulated bythinkers from previous times. By classifying the arguments into different groupsdepending on their content I find that both parties in the Swedish argumentationfocus on the effects of Participatory democracy on political equality, on theefficiency of the political decision-making and the quality of the decisions beingmade, and finally on the personal character of the citizens. Among the argumentsarticulated by thinkers from previous times, similarities with the Swedishargumentation can be seen as well as important differences.

Medborgarförslag - ett sätt att stärka demokratin? En ideologianalys med kommunalt fokus

This thesis aims at analysing conflicts between different ideals of democracy, using the example of a newly implemented citizen´s initiative reform. This reform gives citizens the right to make policy proposals to Swedish municipal councils. The proposals are to be handled in the same way as proposals from the municipal council members. An ideology analysis of various government documents as well as of an official state study (SOU) is carried out to identify and discuss the ideals of democracy that underpin the reform. The analysis is based on Participatory democracy and electoral democracy theory and Arnstein's Eight Rungs on the Ladder of Citizen Participation is used to discuss different types of participation by the citizens.

En studie av deltagardemokratiska experiment - trend eller verktyg?

The Swedish public inquiries and most of the political science advocate reforms in the spirit of Participatory democracy to strengthen the democracy. Although it is striking how limited and narrow the scientific documentation is in analysing the effects of participatory democratic reforms. Still, many of the local governments in Sweden are reshaping their organisations according to the Participatory democracy model. Is it a trend and a symbolic action or a veritable action of good-will of the politicians?The paper argues that the idea of Participatory democracy has become popular and widely spread.

Svar på tal direkt : En studie om medborgerliga röster i ett deltagardemokratiskt samtal

The aim and research questions of this study are concerned about how, and what kind of, problems and subjects that citizens raise during verbal interaction with politicians and officials in the field of Participatory democracy. The theoretical framework of the study dominates by theories with a positive approach towards Participatory democracy, but there is also a broader discussion on the phenomenon?s strengths and weaknesses.The case in focus of the study is a specific phenomenon of Participatory democracy created by the municipality of Växjö. The empirical material that is analysed is consisted of written text based on the verbal interaction from these meetings between citizens and politicians/officials.The outcome of the study shows that most of the verbal interaction was held between citizens and politicians/officials in a vertical direction and that a major part of the responsibility concerning the raised subjects is estimated to be in the hands of the latter part. In the light of under what circumstances the meetings are practised, the democratic and collective minded performance of the citizens is argued to be in good condition, despite the dominating vertical interaction and estimation of trust..

Ideal möter verklighet: Två exempel på hur deltagardemokrati kan praktiseras i verkligheten

This thesis is using the theory of Participatory democracy to show how one can work to increase the participation in the society, between elections as well as during elections. For a couple of years now many traditional democratic countries have been struggling with low voting rates. Hence this, I find it interesting to study what has been done to cope with this problem. The government in Sweden had a project working on how to make more people involved in the democratic process, especially people that to a lesser extent participate in this process. In this thesis two projects will be studied, Möllevångsgruppen and Unga väljer Miljö i Malmö.

Utgör deltagardemokrati ett hot eller komplement till den representativa demokratin? : En kvalitativ jämförande fallstudie av boenderådet i Hovsjö och ungdomsrådet i Västra-Skogås inom ramen för storstadssatsningen

The aim of this study is to investigate wether the Participatory democracy is a threat or a complement to the representative democracy. To achieve my purpose I will focus on two different lokal councils, the civil council in Hovsjö and the youth council in Västra Skogås, which have been objects of the urban policy in 1998. The theoretical framework on which this study is based consists of the participation democratic theory, representative democratic theory and implementation theory. By problemizing these theoretical frameworks in comparison with eachother I will mapp how these two lokal councils were implemented. The research question is: In what way was the civil council and the youth council a complement or threat to the representative democracy? In which way was it difficult to implement them?The method used for this purpose is a qualitative comparative case study.

Ett märkligt adjektiv på en medborgare : En intervjustudie av det praktiska medborgarskapet som identitet och ideal

The aim of this essay is to explore the lived citizenship and its ideal. First, the form and expression of citizenship practice and ideal is explored through a qualitative interwiev study of ten citizens in the southern suburbs of Stockholm. The perception and expectations of the nature of citizenship, presented by the informants, is then compared to their citizen ideal, as well as to the ideal presented and promoted by the Swedish government. The point of departure is theory of democracy. The essay calls attention to an observed lack of empirical studies in the field of deliberative theory of democracy as well as studies that more broadly bring the theory down to empirical earth.

In order to see what democratic ideals that is being express it becomes important to study the research about democracy in Botkyrka. It is from this thinking this study about democracy and research has been formed.

Demokratiutveckling i svenska kommuner : en komparativ studie ur deltagardemokratisk synvinkel

The main purpose of this paper is to examine and compare the democratic situation and developement in Malung and Nyköping, through a perspective of participatory and deliberative democratic theories. The questions I?ve examined are On what priorities the actions of developing democracy are built? Which positive effects have been reached and what problems have arisen? What are the solutions they have found to the problems? How does one experience the results of the experiments and actions taken? What are the similarities and differences between the two cases? and What is their relationship to the theories mentioned above?The questions are answered through interviews with four central actors in each case and examined in relation to participatory and deliberative democratic theories and in comparison of the two cases.The results have been that even if none of the cases respond to one theoretical ideal, they have touches of both theories as well as representative theory. It shows, however, that in Malung the representative democracy theory is the strongest represented in actions and politics, while in Nyköping the participatory democratic theory is stronger. In short, the most positive and negative effects respond well to the theories..

Demokratisk innovation eller ett spel för gallerierna? : En demokratiteoretisk utvärdering av Participatory Budgeting i en svensk kommun

The aim of this thesis is to explore the institutional design of Participatory Budgeting (PB) in Sweden and how the design may contribute to realize central democratic goods. The study records the different PB experiences in Sweden and focuses on one particular case, which is the only case that successfully qualifies as a genuine PB-process according to international standards and definitions. To examine this, the following questions are asked: which municipalities in Sweden have implemented Participatory Budgeting? How can the institutional design of Participatory Budgeting be described and to what extent does it enable the realization of central democratic goods? To what extent does the institutional design enable the realization of the democratic goods inclusion, popular control, considered judgment and transparency? To what extent does the institutional design enable the realization of the institutional goods of efficiency and transferability?The study is based on an institutional theory of democracy. The method used is a mixed method ideal type analysis that combines document analysis, surveys and interviews.

Gymnasieskolan som demokratisk arena? En utvärderingsstudie av demokratimålen i Lpf 94

The essay is an evaluative study of student democracy in the Swedish high school, its departure point being the 1994 national curriculum for the voluntary school forms (Lpf 94). We adopted an interview method, the survey units consisting in a number of high school teachers. The analysis has two principal theoretical departure points, involving democracy theory and implementation analysis, respectively. The former is utilized to help identifying what sort of democracy permeates the governing document and high school daily life, the latter to explain actual outcomes.The study concludes that the 94 curriculum is characterized by a strong democracy with emphasis on participatory democratic processes, whereas in practice there is a thin democracy in both classroom and formal student government contexts. Representative processes are given plenty of room although few attempts at participatory democratic components can be identified.A deeper analysis of the result reveals implementation problems traceable to elements of symbolism in the goals.

Demokratiteoretisk analys av läromedel i Samhällskunskap : En kvalitativ studie om det demokratiteoretiska innehållet i läromedel för Samhällskunskap 1a1 och 1b under GY-2011

This qualitative study is done with the purpose of creating understanding for the theoretical democratic content in educational materials for Civic Education courses 1a1 and 1b during GY-11, so teachers create an intentional approach when using educational materials in their democratic education. This was motivated as important considering the reduction in obligatory Civic Education for the vocational programs. The study was conducted using a hermeneutic qualitative reading method where the educational materials, more specifically two series with one book for each course, was read with purpose of creating understanding for the democratic content according to ideal democratic models: deliberative democracy, participatory democracy and electoral democracy. A text voice analysis was also conducted using Bakhtins theory of dialogic and monologue text that contributed to the general result concerning the democratic content. The results show that the electoral democracy ideal is dominant in all educational materials, there is hence no striking difference between the democratic content in 1a1 and 1b educational materials.

Demokrati och vetenskap - ett problemfyllt förhållande

What role should science play in democracy? Political scientists often assume that it is possible to demarcate between ?instrumental? and ?moral? knowledge, and argue that citizens and/or politicians should use their moral knowledge to agree upon political goals and then apply the instrumental knowledge of scientists to achieve them. This straightforward view is challenged by writers in science studies, who identify three major problems in the use of science in democracy: uncertainty, risk and hidden values. They suggest that these problems could be solved through citizen participation.In this essay I perform an analysis of the internal logic of their suggestion. Is it likely that citizen participation enhances the democratic decision making process so as to reduce the problems? The internal analysis shows that it is rational to advocate citizen participation by reasons of legitimacy.

Medborgerligt deltagande, demokratisk kvalité? - En fallstudie av Lomma kommuns medborgarpanel

It seems like Swedish municipalities are dominated by beliefs that all citizen participation is good for the development of local democracy. A critic of this certainty is rising among Swedish scholars of political science. However, a critic with an ambition of such generalization is harsh. Different democratic projects contents different qualities and thereby diverse problems in the democratic process. If these democratic problems within the process can be recognized, a deeper understanding can be found and in the prolongation a strengthening of the democracy.This essay examines the democratic process of Lomma municipality's democratic project of citizen participation.
